Water and Wastewater Billing

As of January 1, 2017, the Town of LaSalle has taken over Water Billing Services from Essex Powerlines. In 2017, you will continue to receive bills from Essex Powerlines for hydro usage only. A separate bill will be issued by the Town of LaSalle for water and wastewater usage.

The last water and wastewater bill to be paid to Essex Powerlines will be due on January 27, 2017. This is for water usage in the month of December 2016. The February Essex Powerlines bill will be for hydro services only.

The Town of LaSalle has decided to take over Water and Wastewater Billing Services in order to provide our residents with an effective and cost efficient service.

Frequently Asked Questions

Will my water rates change?

Water rates will remain the same in 2017. LaSalle Council continues to be responsible to set water and wastewater rates. For more information about water rates, visit our Water and Wastewater Rates page.

Do I need to contact the Town of LaSalle to set-up water and wastewater billing?

You do not need to contact the Town of LaSalle to set-up water and wastewater billing. We will begin to bill all LaSalle customers on January 1, 2017. Should you choose to pay your water and wastewater bill by pre-authorized payment (PDF), then you do need to contact the Town of LaSalle's Finance Department at 519-969-7770, ext. 1230 or by email at waterbill@lasalle.ca. The Town of LaSalle will not contact you about water and wastewater billing unless you contact us first.

If you already make your municipal tax payments by pre-authorized payment, and would like to pay your water/wastewater bill by pre-authorized payment, you will need to fill out another pre-authorized payment form.

Why is the Town of LaSalle taking over water and wastewater billing services?

The decision to bring billing in house is a matter of customer service, cost and associated changes in water meter read technology. Bringing the billing in house will result in annual savings of approximately $100,000. In addition, this change will give our residents better access to customer service by contacting one area for support, rather than having to deal with Essex Powerlines and the Town of LaSalle's Public Works Department separately.

Were additional staff hired for this process?

The Town did add one staff to move into this process, however they are not solely devoted to water billing. That staff member will provide an enhanced level of service in various other areas.  Furthermore, the addition of one staff was factored into the Town of LaSalle's Business Plan.  With the new radio meter reading equipment, staff will not be required to walk door-to-door to obtain meter readings. The meter reads will be collected from an antenna located on the Town of LaSalle communication tower.

I am a residential customer, how will I be billed for water and wastewater usage?

The Town of LaSalle will send bills out quarterly, or every three months (April, July, October and January). This means that bills will have three month's worth of usage included (for example: April's bill will include usage for January, February and March). The first residential bill will be mailed in April 2017.

Since commercial/industrial/institutional/multi-residential water and wastewater customers typically use more water than residential customers, they will be billed monthly for the previous month's usage (for example: February's bill will include usage for January). The first commercial/industrial/institutional/multi-residential bill will be mailed to property owners in February.

How will this affect rental property customers?

There is a change to the billing system that will affect rental property customers. Bills will now be issued to property owners only. The Town of LaSalle will accept payments from tenants/other non-owners, however, it will be the property owner's responsibility to ensure that bills are paid on time.

When will I get my first bill from the Town of LaSalle for water usage?

The first bill for residential use will be mailed in April 2017, and this will reflect water usage for January, February and March. Payments for all three months of usage will be due at the end of the month that the bill was issued (for example: a bill mailed in April will be due on the last Friday of April). Bills will be mailed in April, July, October and January, so payments will be due on the last Friday of April, July, October and January. Should you prefer not to pay all three months at one time, there are several payment options available (see below).

The first bill for commercial/industrial/institutional/multi-residential water and wastewater customers will be mailed in February 2017. The due date of each bill will be the last Friday of the month that the bill was issued, so payments will be due the last Friday of each month.

How will water bills be issued?

Customers will have the option to have a paper bill mailed to them or an e-doc provided to their Vadim Open Account. You can login to view your quarterly water/wastewater bills. Your PIN # is located on your water/wastewater bill. Once you access your Vadim Open Account, your quarterly water/wastewater bill will be available through this account; bills will not be mailed to you. For example, residents who access their Vadim Open Account after receiving their bill in April, will receive an email in July when the next bill is prepared.

How do I pay my new water bill?

Payments can be made by cash, cheque, debit, online or by automatic withdrawal. Payments can be made upon receipt of the bill, or you can sign-up for a preauthorized payment plan. There are several options available to pay your water bill including:

In Person at the LaSalle Civic Centre (5950 Malden Road)
Office hours are Monday to Friday from 8:30 am to 4:30 pm. Payment can be made at the Finance Department counter, located on the first floor.

After Hours Drop Box at the LaSalle Civic Centre (5950 Malden Road)
An After Hours Drop Box for payments made by cheque is located on the north wall of the front entrance at the LaSalle Civic Centre, next to the employee entrance.

Telephone/Internet Banking
Contact the local branch of your financial institution for information about telephone/internet bill payment. The payee will be listed as something similar to: LaSalle ON - water/sewer.

Pre-Authorized Payment Plan
Payments will be automatically deducted from the customer's bank account on the due date of each bill. Complete the Pre-Authorized Payment Plan Form (PDF) and submit it to the Finance Department.

Equal Monthly Payments
Residential customers may register for equal monthly payments. Customers will receive a notice indicating their monthly payment for the year. This is calculated based on the average usage history over the past year.

How are sewage rates calculated for residents?

For residential customers, the sewage rates are calculated as 100% of the water bill up to 27 cubic meters. This is the average household water usage. Any water used beyond the 27 cubic meters does not have the sewage surcharge applied.
