Hearing Officer - Administrative Monetary Penalty System (1 year contract for services)

What is AMPS?

The Administrative Monetary Penalty System (AMPS) is a way to pay and dispute parking and by-law tickets and penalty notices. This system allows the Town to fully manage disputes over tickets or penalty notices instead of the provincial courts.

If you received a by-law penalty notice or a parking ticket you have two options:

  1. Pay the amount due within 15 days of the penalty notice being issued.
  2. Schedule a meeting with the Screening Officer within 15 days to discuss the penalty notice. The Screening Officer has the authority to uphold, cancel, reduce or extend the time to pay the penalty.

If you disagree with the decision of the Screening Officer, you have up to 15 days from the date of the decision to request a review by a Hearing Officer. The decision of the Hearing Officer is final.

Failure to Respond to a Penalty Notice

If you do not respond to the ticket or penalty notice by the due date, you waive your right to a review and the administrative penalty is affirmed and not subject to review.

If you fail to respond to the penalty notice there will also be additional administrative fees. The administrative fees are as follows:

  • Hearing non-appearance fee of $100.00
  • Late payment fee of $25.00
  • MTO Search fee of $8.25
  • NSF fee of $50.00
  • Screening non-appearance fee of $50.00
  • Plate denial request fee of $20.00

Note: other fees may be imposed by the Ministry of Transportation and/or the Ministry of the Attorney General.
