Building and Demolition Permits

The Building Division is responsible for the enforcement of the Ontario Building Code, Building By-Laws, and the Municipal Act.

Building Permits

A building permit is an official approval that allows you to start construction or renovation on a property. It ensures that the work being done meets building code, safety standards, and zoning regulations.

Whether you're building a new home or making structural changes, getting a building permit is an important step to make sure the project is done legally and safely. It's also a way to ensure that the work won't cause harm to the community or surrounding areas. Complete the Application for a Permit to Construct or Demolish form before applying for a building permit. 

Here are some of the documents you may need to provide along with your building permit application:

The following is a partial list of projects that require building permits: 

  • New residence (single detached, semi detached, etc.)
  • Additional residential units (attached or detached)
  • Addition or renovations to an existing building
  • Detached garage and carports
  • Sunrooms and porches
  • Sheds and pool houses
  • Decks
  • All swimming pools
  • Demolition of a building
  • Alterations of building structures
  • Alterations to the plumbing system in a building
  • New septic system or alterations to a septic system
  • Retaining walls greater than 3’-4” in height
  • Solar panels
  • Temporary tents (larger than 60 m² (646 ft²)
  • Permanent signs

  • Sheds less than 15 m² (161 ft²) (without plumbing)
  • Property fence (must comply with the fence by-law)
  • Retaining walls less 3’ to 4”  in height
  • Sidewalks and Landscaping
  • Replacing roof shingles
  • Finishing a basement (installation of drywall)
  • Minor repairs to masonry
  • Damp proofing basements
  • Hot tubs

Demolition Permit

Under the Ontario Building Code, a demolition permit is required for any structure larger than 107 square feet, with the exception of farm buildings. This page provides all the essential information you need to apply for a demolition permit, follow safety guidelines, and meet inspection requirements. The Ontario Building Code regulation requires demolition permits for any structure greater than 107ft² with the exception of farm buildings.   

 

  • The applicant / contractor must ensure confirmation that electrical power is disconnected from Essex Power, disconnection of gas from Enbridge Gas and all other services are to be abandoned and disconnected per applicable authority.

 

  • It is the responsibility of the property owner to obtain a DSS (Designated Substance Survey) prior to demolition.

 

  • Any creatures or wild life encountered must be dealt with by a professional service.

 

  • Any toxic materials found are to be disposed of in accordance with applicable law.

 

  • Dust and mold control is required.

 

  • Demolition of buildings with hazardous materials (i.e.asbestos) must be carried out as per Ministry of Labour requirements.

 

  • Demolition of buildings over 3 storeys, over 600m², or has post or pre tensioned members, or will undermine existing structures must be demolished under the direction of a professional Engineer licensed in the province of Ontario. 

 

  • The site must be maintained in a safe and orderly manner including protective fencing as required. 

 

  • The applicant must call for inspection upon completion of demolition so the Building Division can finalize the permit and notify Tax Department to ensure structures are removed from Tax Rolls.

 

  • Contact Public Works at 519-969-4143 to shut water off and remove water meter before starting demolition. Failure to contact Public Works could result in extra charges for damaged material.

 

  • If a septic system is being decommissioned, a report or receipt from a septic contractor is required stating the volume removed from the tank and the material used to fill in the tank.  An inspection is required to ensure the tank lid has been removed and the tank has been backfilled.

 

  • Footings and foundation to be completely removed.

The permit holder shall arrange the follow inspections with the Town of LaSalle at 519-969-7770 extension 1245.

  • Sanitary and storm sewer must be permanently capped and inspected prior to backfill.

 

  • Final site inspection (site to be cleared of all debris and graded).  The building permit will remain open until the final inspection has been completed.
