Town of LaSalle Announces Retirement of CAO Joe Milicia
The Town of LaSalle announces the retirement of Joe Milicia, Chief Administrative Officer (CAO), after 28 years of public service. Joe joined the Town of LaSalle in 1999 in the position of Director of Finance and Treasurer, became Deputy Chief Administrative Officer in 2014, then was appointed as CAO in 2018, and has established himself as a trusted leader dedicated to the corporation and the municipality. Prior to joining the Town in 1999, Joe was part of Ernst & Young, an international public chartered accounting firm for five years which provided auditing and consulting services to the Town.
“Serving our community and organization has been one of the greatest privileges of my life. Over the years, I have worked alongside dedicated elected officials, talented staff, community partners, and residents who have all contributed to the success and growth of our Town. I would also like to thank the many mentors I have had over the years including my parents Sam and Piera Milicia, Ken Antaya, Bob Hayes, Tom Clark, Nick Thomas, and Italo and Anna Bertoni. I would especially like to thank my wife Penny, and children Sam and Sofia for their support and understanding over the years,” said Milicia.
Joe has played an integral role in the construction of several major projects over the years supporting the LaSalle community including the Vollmer Culture and Recreation Complex, LaSalle municipal facilities, LaSalle Landing and the second fire station. Joe’s dynamic leadership has encouraged the theme of collaboration among members of Council, staff at all levels, and community organizations.

Joe's leadership, professionalism, and unwavering commitment have helped shape LaSalle into the strong, financially responsible, and thriving municipality it is today,” said Mayor Crystal Meloche. “Personally, I have been fortunate to work alongside Joe during my time as Mayor and have always valued his knowledge, steady advice, and genuine commitment to doing what is best for our community. While we will certainly miss his leadership, I am truly happy for Joe as he begins this well-deserved retirement and has the opportunity to spend more time with his family.”
Continuing with the Town of LaSalle's commitment in ensuring community and organizational advancement, stability, and success through the succession planning process, Peter Marra, currently the Deputy Chief Administrative Officer, has been appointed as Chief Administrative Officer effective January 1, 2027.
“I am deeply honoured to be selected as the next Chief Administrative Officer for the Town of LaSalle. I look forward to continuing to work collaboratively with Council, staff, and the community to support LaSalle’s continued success. I wish Joe the best of luck in his next chapter and thank him for the years of mentorship and coaching,” said Marra.
Marra has been with the Town of LaSalle since 2010 as the Manager of Water and Wastewater, as Executive Director of Public Works and in 2020 was appointed Deputy Chief Administrative Officer. Working in various levels of the organization, Marra has a strong understanding of municipal operations and the importance of leading through change with collaboration, respect, and accountability.

I have every confidence that his experience, knowledge, and dedication will ensure a seamless transition as we continue building on the strong foundation that has been established."
