Front Road - DMAF
THE STUDY
The Town of LaSalle has retained Stantec Consulting Ltd. to complete the preparation of a Stormwater Master Plan (SWMP) reviewing all of the drainage system with a direct connection/discharge point into the Detroit River and the associated Municipal Class Environmental Assessment (EA) Study. The main objective of the SWMP is to identify opportunities for potential infrastructure enhancements and improvements to protect public and private property from the effects of stormwater flooding while preserving the natural environment. The project will be undertaken in three Stages, with each Stage covering a different stormwater catchment area within the town (see the Study Area key plan on the next page):
• Stage 1 will include catchments along Front Road between Turkey Creek and Gary Avenue;
• Stage 2 will include catchments serviced by the Marentette Drain;
• Stage 3 will include catchments along Front Road between Victory Street and Malden Road.
Environmental and engineering investigations will be undertaken to facilitate the overall project. At the conclusion of the study, a SWMP Study Report will be prepared for each stage to summarize the findings and recommendations while documenting the Class EA Process. The three SWMP Study Reports will be made available for public review at the end of the study. Completion of the Stage 1 Draft Final Report is planned for November 2021.
THE PROCESS
The study is being conducted in accordance with the requirements of Approach 2 of the Master Planning process, as outlined in the Municipal Class Environmental Assessment (MCEA) document (October 2000, as amended), under Ontario’s Environmental Assessment Act. As part of this approach, the SWMP will also address Phases 1 and 2 of the MCEA Process as a Schedule ‘B’ project.
HOW TO PARTICIPATE IN THE STUDY
Four Public Information Centres (PICs) will be held over the project duration:
• PIC 1 – Project introduction for all three stages;
• PIC 2 – Stage 1 alternative solutions;
• PIC 3 – Stage 2 alternative solutions;
• PIC 4 – Stage 3 alternative solutions;
The first PIC will introduce the project, provide an overview of the identified problems and opportunities, and provide an overview of the existing conditions in the Study Area. The second, third and fourth PICs will provide an overview of the alternative solutions developed for Stage 1, Stage 2, and Stage 3 respectively.
CONSTRUCTION
Construction for Phase 1 of the study, between Boismier Avenue and Reaume Road will begin in early July. The Town of LaSalle currently has this project out for tender, which will close May 30, 2025.
Construction will include underground storm main work, with upgrades to the pump station at G. Craig Park, and the new construction of a pump station at the west end of Adams Lane. The work on the pump stations is expected to begin construction in early 2026.
