The Town of LaSalle has over 50 municipal drains, and under the provincial drainage act we are responsible for maintenance, repair, improvements, and expansion of the Town's drain infrastructure. For more information on the Drainage Act, please click here Ontario.ca/MunicipalDrains
Costs related to municipal drains are collected in accordance with the Municipal Drainage Billing and Collection Policy.

Once a drainage project is started The Town of LaSalle appoints a Drainage Engineer to prepare a drainage report for the municipal drain that is being reviewed. Before the report is adopted by council as a bylaw, there are two public meetings that must be held. For some projects an optional Public Information Center meeting may also be held.
Public Information Center (PIC) Meeting - (Optional) |
For some municipal drainage projects, the Town's Drainage Superintendent may elect to hold a Public Information Center (PIC) meeting. PIC meetings are held once the Town receives a draft version of the report, but before the report is brought to council. The purpose of a PIC meeting is to inform the affected residents of drainage act process, receive their input on the draft report, and to answer any initial questions they may have. |
Meeting to Consider |
At a scheduled Public Council Meeting, consideration is given to the Engineer's report. All affected landowners are able to express their concerns regarding any technical aspect of the report before Council proceeds to provisionally adopt the report as a By-Law. |
Court of Revision |
Established under Section 97 of the Drainage Act, the Court of Revision is an appeal body that hears objections to the Schedule of Assessment in the Engineer's report and decides whether they are valid. An owner of land assessed for drainage works may appeal to the Court of Revision by filing a notice with the Town Clerk on any of the following grounds:
Once the Engineer's report is adopted by Council at the Meeting to Consider as a provisional By-Law, the first sitting of the Court of Revision takes place at a scheduled Public Council Meeting with notice sent to all owners of the lands and roads assessed for the drainage works containing details of the meeting. The Court of Revision does not hear appeals on assessments for Drain Maintenance or Repair after the Engineer's report and the By-Law has already been passed. |
Third Reading of Bylaw |
Once all appeals have been settled or the time to appeal has expired, the Engineer's report is adopted by Council as a By-Law through a third reading at a Regular Council Meeting. |

In accordance with the Town of LaSalle's Municipal Drainage Billing and Collection Policy, affected land owners may have the option to finance the cost of their drainage assessment for a period five, ten, or fifteen years depending on the amount of their assessment.
