Front Road Storm Sewer Reconstruction

The Related Study

The Town of LaSalle retained Stantec Consulting Ltd. to complete the preparation of a Stormwater Master Plan (SWMP) reviewing all of the drainage system with a direct connection/discharge point into the Detroit River and the associated Municipal Class Environmental Assessment (EA) Study. 

The main goal of the SWMP was to find ways to improve infrastructure to reduce the risk of flooding and protect both public and private property, while also considering the natural environment. All work as part of the Front Road SWMP was partially funded by the Government of Canada through the Disaster Mitigation and Adaptation Fund (DMAF).  

The project is divided into three Stages, with each stage covering a different stormwater catchment area within the town: 
 
• Stage 1 - catchments along Front Road between Turkey Creek and Gary Avenue, (July 2021 to April 2023); 
• Stage 2 - catchments serviced by the Marentette Drain, (May 2023 to July 2025); 
• Stage 3 - catchments along Front Road between Victory Street and Malden Road (July 2025, currently under review.

The study is being conducted in accordance with the requirements of Approach 2 of the Master Planning process, as outlined in the Municipal Class Environmental Assessment (MCEA) document (October 2000, as amended), under Ontario’s Environmental Assessment Act. As part of this approach, the SWMP will also address Phases 1 and 2 of the MCEA Process as a Schedule ‘B’ project.

The LaSalle Detroit River Storm Sewer Outfalls Stage 1 and 2 Master Plans are complete. The Town is currently in Stage 1 with roadway work wrapping up and pump station facilities underway, and also beginning preparation of the Stage 3 LaSalle Detroit River Storm Sewer Outfalls Master Plan (SWMP).

Stage 3 focuses on improvements to the catchment area of Front Road between Victory Street and Malden Road.

Public Information Centres (PICs) provide a project overview, resources, timelines, and opportunities to provide feedback over the project duration. 

PIC 1 – Project introduction for all three stages – June 15, 2021; 

PIC 2 – Stage 1 alternative solutions – June 29, 2022; 

PIC 3 – Stage 2 alternative solutions – June 20, 2023; 

PIC 4 – Stage 3 alternative solutions – July 30, 2025.

Reconstruction Project Overview

  • Underground stormwater pipes, storm chambers/manholes, and catch basins Installation
  • New pump stations at G. Craig Park and near the Riverdance building west end of Adams Lane. 
  • Work on the pump stations is expected to begin construction in summer 2026. This portion of the project will take two years to complete. 

Business Access

Access to businesses along the corridor will remain open; however, temporary closures may occur as construction progresses. The contractor (JJ Lepera) will provide alternate access options when needed.

Project Timeline

July 20, 2026

The project is nearing completion and is expected to be completed within the next two weeks. Residents may notice that the northbound curb lane remains closed with barrels, which is to maintain and provide a safe work area for the restoration crews. 

The remaining work includes paving the remaining asphalt areas, line painting, topsoil placement, seeding, and minor concrete work.

Motorists can expect all four traffic lanes to be reopened after work is complete. 

UPDATE July 17, 2026: The following areas have reopened to traffic as of today:
  • Southbound lanes on Front Road
  • Select side streets that are no longer affected by construction activities
  • Michigan Avenue

UPDATE: Beginning Monday, March 2, Front Road from Lafferty Avenue to Boismier Avenue will be reduced to 2 lanes of traffic. One lane will remain open in each direction.

The Town of LaSalle advises residents and motorists that Laurier Drive will be closed at the intersection of Front Road beginning on Monday, May 4. This closure allows for sewer installation at the Front Road and Laurier Drive intersection.

UPDATE: Currently scheduled to begin the week of March 30, additional lane restrictions will be in place along Front Road, between Reaume Road and Bouffard Road, as storm sewer reconstruction work continues. This section of Front Road will be reduced to 2 lanes of traffic, and side streets and sidewalks within the work zone will be temporarily closed. The following intersections with Front Road will be included:

  • Reaume Road
  • Grondin Street
  • Vermont Street
  • Riverview Avenue
  • Elsworth Avenue
  • Ulster Street
  • Bouffard Road

This work is in addition to the current work taking place on Front Road between Lafferty Avenue and Boismier Avenue. With two construction crews working at the same time, this approach will allow work to move forward efficiently. This traffic setup is expected to remain in place until at least June 2026, depending on weather and site conditions.

UPDATE, February 26, 2026: Upcoming weather predictions have prompted the Front Road Storm Sewer Reconstruction project to be pushed back a week. Lane restrictions are scheduled to be put in place on Monday, March 9. 

The reconstruction area includes the section of Front Road from Boismier Avenue to Reaume Road. This work will include lane restriction along Front Road. Major traffic delays are expected. Alternate routes should be considered, as well as adding extra travel time.

UPDATE: The storm sewer reconstruction in LaSalle continues, and crews will be working on Front Road. As this work begins, a full closure of Front Road between Kenwood Boulevard and Laurier Drive will take place from Tuesday, October 21 to Saturday, October 25. The road will be reopened by the end of the day on October 25. 

The Town of LaSalle is continuing the process with Stantec Consulting Ltd. to prepare a LaSalle Detroit River Storm Sewer Outfalls Master Plan (SWMP).  The purpose is to protect public and private property from the effects of stormwater flooding while also protecting the natural environment. 

The project is divided into three Stages, with each stage covering a different stormwater catchment area within the Town. Visit the Stage 3 Public Information Centre (PIC) on Wednesday, July 30, 2025, between 4:00 pm to 7:00 pm, at the LaSalle Civic Centre, 5950 Malden Road.

The Stage 3 PIC will focus on improvements to the catchment area of Front Road between Victory Street and Malden Road. The information available will include an overview of the study, alternative solutions, evaluation criteria, and next steps. 

The Town will begin a storm sewer reconstruction project in the coming months along Front Road from Reaume Road to Boismier Avenue. During the project, traffic lanes will be reduced from four (4) to two (2) lanes, and turning restrictions will be in place. This project will cause major traffic delays. Alternate routes should be considered, as well as adding additional time for commutes.

A drop-in Public Information Centre (PIC) will be held in person to share project information with the public. Stop in at any time during the event to talk to the project team:
