Circular Materials Recycling Program as of January 2026

On January 1, 2026, Ontario’s Blue Box program fully transitioned to a new system where the financial and operational responsibility for recycling has shifted from municipalities to the producers of packaging, paper, and packaging-like products. This change means Ontario residents will be able to recycle more materials than ever before, with consistent rules across the province—no matter where they live.

Circular Materials is responsible for operating Ontario's new recycling system. Under the new system, GFL Environmental manages collection on behalf of Circular Materials. The Town will continue to share the recycling schedule in the LaSalle Collection Calendar. Recycling Container Take Back Program

Circular Materials new recycling program will only accept recyclables in carts provided by Circular Materials. Therefore, many residents have old recycle boxes or recycle carts that are no longer needed or are incompatible with the new residential recycling program.

To help the residents of Amherstburg, Essex, Kingsville, Lakeshore, LaSalle, Leamington, Tecumseh and Windsor, the Essex-Windsor Solid Waste Authority (EWSWA) is offering a "Recycling Container Take Back Program" at EWSWA Depots from January 15 to April 15, 2026. Residents may drop-off unwanted or incompatible blue/red boxes and recycling carts for free where they will be recycled, instead of going to landfill. Recycle boxes/carts must be empty at drop-off. 

A county pick-up program is available for residents who may have physical limitations or cannot access a Depot. To learn more, please visit the EWSWA website.

Recycling Cart Exchange Request

For Essex-Windsor residents interested in a smaller recycling cart, a Recycling Cart Exchange Request Form is now available on the Circular Materials website. The request form will allow residents to exchange their current 360-litre recycling cart for a 240-litre cart.

Single-stream recycling combines all recyclables into your new recycling cart rather than separating them into different boxes. Some things to remember: 

  • Sort materials: Ensure recyclables are separated from garbage and organic materials.  

  • Bundle cardboard: Flatten any cardboard before placing it in the cart.  

  • Ensure materials are clean, dry, and loose: This helps ensure materials are ready for recycling. 

With new tools and technology, residents can put their recyclables all in one bin, and it will be separated when it is delivered to the recycling plant. These carts simplify recycling, reduce litter, and provide increased storage capacity.

No. In June 2021, the province released the Blue Box Regulation shifting the financial and operational responsibility of recycling from municipalities to the organizations that produce packaging, paper, and packaging-like products.

  • Recycling carts have RFID identification and tracking systems, so each cart is assigned to a house to facilitate automated collection and tracking. As of January 2026, residents will be required to use the recycling cart that is provided by GFL. Other carts/boxes will not be accepted  
  • While GFL stated that they may consider collecting red/blue recycling boxes, it is still to be determined whether they will retrieve old/unwanted carts from residents.

  • GFL is asking residents who are unsure about the size of the bin to try it for the first few recycle collections. Households that periodically generate more material than the 95-gallon cart can store their excess material until the next collection. Those who regularly exceed the 95-gallon cart capacity may contact GFL for an assessment to determine eligibility for a second cart.

Zones 1 and 2

LaSalle Recycling Zones

Zone 1: Residents who live in Zone 1 in the Town of LaSalle (all houses west of Malden Road, including the west side of Malden Road) will receive recycling collection every other Tuesday.

Zone 2: Residents who live in Zone 2 in the Town of LaSalle (all houses east of Malden Road, including the east side of Malden Road) will receive recycling collection every other Monday.
